3.5 процесс органа местного самоуправления (local government process): Набор взаимосвязанных или взаимодействующих видов деятельности органа местного самоуправления, преобразующих входы (политика, ресурсы, потребности и ожидания потребителей/граждан и т.д.) в выходы (поставленная продукция и предоставленные услуги гражданам).
1 Процессы органа местного самоуправления могут быть отнесены к процессам менеджмента (3.5.1), основным процессам (3.5.2), операционным процессам (3.5.3) и вспомогательным процессам (3.5.4).
2 Приложение А содержит некоторые примеры типовых процессов органа местного самоуправления.

В этом плане заложено определение глобальной задачи, перспектив, целей и условий их достижения, перечислены варианты стратегий, преимущества и ограничения местного рынка, основные риски по каждой функции, принципы составления стратегических планов деятельности ФНД, обозначена роль правительства и других партнеров, определены изначальный бюджет и штатное расписание с расчетом на перспективу.
